On 25 March 2025, the European Commission published an implementing act concerning certain emergency measures relating to infection with the peste des petits ruminants virus in Romania.
Following the confirmation of an outbreak in Bihor County and the initial response measures—such as the establishment of protection and surveillance zones—Romania provided updated information to the Commission regarding the culling date and the completion of preliminary cleaning and disinfection at the affected site.
To prevent the spread of the virus, the European Commission has extended emergency measures in Bihor County as follows:
- Protection and surveillance zones: the communes of Cefa, Gepiu, Husasău de Tinca, Mădăras, Nojorid, and Sânnicolau Român
- Surveillance-only zones: the communes of Batăr, Biharia, Borș, Cetariu, Ciumeghiu, Girișu de Criș, Hidișelu de Sus, Holod, Lăzăreni, Oradea, Oșorhei, Paleu, Salonta, Sânmartin, Sântandrei, Tinca, Toboliu, and Tulca.
Accordingly, Romania must ensure that:
- The movement of goats and sheep, as well as any transport from protection, surveillance, and other regulated zones to destinations outside the designated areas, remains prohibited until 10 April 2025.
- The movement of goats and sheep from anywhere in Romania to other EU Member States is banned until 9 June 2025.
Romanian authorities have committed to taking the necessary measures to contain the disease, including the establishment of protection and surveillance zones around the affected areas.
