On 19 March 2025, the European Commission published an implementing act concerning certain emergency measures in relation to outbreaks of highly pathogenic avian influenza in certain Member States.
The following regions have notified outbreaks:
- in the Province of East Flanders, in Belgium;
- in the federal states (Länder) of Bavaria and Saxony, in Germany;
- in the counties of Bács-Kiskun and Csongrád-Csanád, in Hungary;
- in the Voivodeships of Lubuskie, Mazowieckie, Świętokrzyskie, Warmińsko-Mazurskie and Wielkopolskie, in Poland;
- in the Mid Ulster District, in Northern Ireland;
- in the country of Tulcea, in Romania.
Belgium, Germany, Hungary, Poland, Romania and Northern Ireland have taken the requisite disease control measures, including the establishment of protection and surveillance zones around outbreaks.
Furthermore, the outbreak confirmed by Belgium is located in close proximity to the border with the Netherlands. As a result, the competent authorities of both Member States have closely coordinated the establishment of the required surveillance zone, which also extends into Dutch territory (in the provinces of Friesland and Zeeland).
